"You looked over to the right, seen the car flying, two people flying out their seats, it was crazy," one witness told WCPO.

The Ohio State Highway Patrol confirmed an 18-year-old man was killed and that seven others were taken to local hospitals. Three of the victims were in critical condition as of Wednesday night.

Ohio Gov. John Kasich ordered an immediate shutdown of all rides and attractions at the fair until every one has been inspected.

"The fair is about the best things in life, and then tonight with this accident, it becomes a terrible, terrible tragedy," Kasich told reporters.

Officials say the Fireball was inspected multiple times, including by a third-party inspector.

Wednesday marked the first day of the annual fair. It is scheduled to run through Aug. 6.
