U.S. kidnapping victim Jaycee Dugard was just 11 years old when she was attacked with a stun gun at a bus stop - the start of 18 years in captivity. She gave birth to two children, fathered by her captor.

Now 31 years old, Dugard shared her story Sunday evening with Diane Sawyer.

Sawyer: “Even two years later with all that time lost, she insists life is too short for a moment of bitterness or rage.”
Dugard: “I don’t feel like I have this rage inside of me that’s building.”
Sawyer: “Why not? How, how can you not?”
Dugard: “Because I refuse to let him have that. He can’t have me."

Phillip Garrido, the kidnapper, was a registered sex offender who had already served a sentence for kidnapping and imprisoning a young woman.

A judge sentenced Garrido to 431 years in prison last month. Examiner.com suggests - if parole officials were more vigilant with Garrido, Dugard might have been rescued much earlier.

“…officers from the California Department of Corrections and Rehabilitation, who visited the Garrido home over 60 times while Ms. Dugard was held captive, failed to adequately search the property, or respond to reports from neighbors that children were seen living in the backyard."

A recent report on the parole office’s handling of Garrido said his past crimes made him a “high-risk” offender, but the office failed to treat him as such. That negligence was enough for Dugard to win a $20 million suit against the state.

CNN says the report:

“...blasted federal probation officers in northern California for their handling of the case of Phillip Garrido...”
Quoting from the report:
“‘The Garrido case is a significant reflection of the deficient practices in the probation office in the northern district of California. The office had a track record of inadequate supervision (and) serious deficiencies in operations."'

Ally Jacobs was one of two police officers who reportedly felt something “wasn’t right” when Phillip Garrido came to UC Berkely with Dugard’s two children. It was her suspicion that finally led to Dugard’s rescue.

KGO has her reaction to Dugard’s interview.

“Little bit of nausea, with um, hearing what really happened to her in her own words, but also just overwhelming pride at how strong she is.”

Dugard is releasing a memoir titled, “A Stolen Life” on July 12th, chronicling her story from the time of the abduction to the present.
