When the first riots broke out in London -- media outlets had few details about what sparked them.

What started as a peaceful protest over the unexplained police shooting of a father of four Mark Duggan -- turned into violence.

 

Now, with violence, looting, and arson spreading throughout England, there’s more details about the incident that sparked it all.

Duggan was apparently in a cab when he was stopped by police investigating gun crime. Initial reports suggested Duggan fired first, from a modified handgun found at the scene. (Video: ABC)

 

But an investigation from the Independent Police Complaints Commission says Duggan did not fire at police at all -- before being shot twice, once in the bicep, and once in the chest -- which killed him.

Here’s the IPCC commissioner on a bullet found in a Metropolitan Police radio -- and Duggan’s gun.

 

RACHEL CERFONTYNE, IPCC COMMISSIONER: “The bullet lodged in the MPS radio is a jacketed round. This is a police-issue bullet. …It is consistent with having been fired from an MPS Heckler & Koch MP5. …At this stage there is no evidence that the handgun found at the scene was fired.” (ITN)

 

And now -- some reports say Duggan was a gang member and possible drug dealer.  Here’s how the Daily Mail described him.

 

“He grew up on the Broadwater Farm estate where he was said by some to have been a crack cocaine dealer who regularly carried a gun. Nicknamed ‘Starrish Mark’, he was an ‘elder’ of the infamous group known as the Star Gang, who strut the streets of Tottenham engaging in violence, intimidation and drug-dealing. ...One message on Twitter said he had ‘lived by the gun’.”

 

But those claims are being denied by Duggan’s family and girlfriend, who have unequivocally denounced the violence spreading through England. 

 

"If he did have a gun – which I don't know – Mark would run. Mark is a runner. He would run rather than firing and that's coming from the bottom of my heart. They are portraying Mark as a gangster. Mark is not a gangster. He's not known to any gangsters or any gangs. He's not like that."

 

A friend tells ABC Australia -- Duggan’s death is only part of the rage and frustration fueling the riots.

 

FRANK CROWE: "Black youths are targeted to be searched and bullied by the police. …This is not just your normal, like your normal teenage kids. These are kids from a state that their mum’s on welfare. They haven’t had the best upbringing. Half of these kids won’t go to school, their parents could be into drugs, they sell drugs--this is what they’re up against.”

 

After a fourth night of violence, UK prime minister David Cameron has said -- for riot control measures -- nothing is off the table. IPCC is still investigating the death of Mark Duggan.
