FCC Chairman Details His Net Neutrality Proposal

It's a big step forward for net neutrality — the first such step of 2015.
In an op-ed published by Wired Wednesday, Federal Communications Commission Chairman Tom Wheeler announced his plan to regulate Internet service providers under Title II.
Title II, as a reminder, would give the FCC more leeway to regulate ISPs like utilities. Wheeler envisions rules that level the playing field.
