It appears one of Donald Trump's Cabinet-level nominees is breaking from him on some foreign policy matters — particularly regarding Russia.

"I think we always have to be cautious. I don't think that we can trust them," South Carolina Gov. Nikki Haley said during her Senate confirmation hearing for her Cabinet position.

Haley is up for the position of U.S. ambassador to the United Nations. During her confirmation hearing, Sen. Ben Cardin of Maryland asked about her views on Russia and President Vladimir Putin.

"Russia is trying to show their muscle right now. It is what they do," Haley said.

Haley said the sanctions against Russia over what it did in Ukraine should stand — at least until Russia shows, as she put it, "positive action."

But she did say the U.S. should work with Russia to deal with ISIS.

Haley broke away from Trump on a few other things. She said she doesn't support a Muslim registry or a Muslim immigration ban and doesn't think NATO is "obsolete."

Many have questioned Haley's qualifications for the position; she has very little foreign policy experience. But Haley has said before "a fresh set of eyes" is what the U.N. needs to get back on track.
