Rep. Trent Franks of Arizona said he will resign after two female staffers complained about his conversations about female surrogacy with them.

Franks is in his eighth term in Congress, having been elected in 2002. He was reportedly considering a Senate run in 2012, but decided against it.

The House Ethics Committee says it is investigating the complaints against Franks. Sexual harassment claims have prompted other recent congressional resignations, like Sen. Al Franken and Rep. John Conyers. Arizona state law would require the governor to hold a special election if Franks steps down more than six months before the next general election.
